Horizon West Bay

Horizon West Bay is the ­City of Largo’s new City Hall Complex and is a 90,000 square foot 5-story City Hall with a new 360 car parking garage, 21,000 square feet of new retail space and significant public space to be utilized for community events and outdoor functions associated with the commercial environment created. The new City Hall complex demonstrates the City of Largo’s commitment to bringing major development to the downtown core of Pinellas County’s third largest City.

The new City Center starts with two main structural components, the garage, and the new City Hall. The two structures are oriented to maximize City Hall frontage on West Bay, maximize natural daylight harvesting, and maximize commercial activity along the West Bay Dr. corridor. The two structures are then connected by an organizing feature that is referred to as the Green Corridor. This center spine element defines the circulation through the building, creates a collaborative environment for City Hall functions, and becomes a natural light source at the center of the building. The green corridor utilizes a Living Wall as a feature within this social space. Besides infusing the space with natural plantings, the living wall acts as a filtration device for the HVAC system. As the plants oxygenate the environment, that oxygenated air filters through the return air system creating naturally cleaner air for the facility.

The primary exterior materials are glass, precast concrete, and tensile fabric screening. These materials connect to the legacy of Largo and provide the necessary transparency for an inclusive environment.

When complete the complex will occupy 3.5 acres and will provide enough space for growth within the office environments as well as additional building space over time. It will become the new center of the City of Largo and is expected to catalyze further development along West Bay Drive.
